Budget Romania Rental Terms for travel between 01-Jan-2016 and 31-Dec-2024

PAYMENT
All deposits taken at time of booking are non-refundable.

 

Ancillary & Location Terms        
        
All values are INCLUSIVE of TAX (VAT) and subject to change.
These Ancillary & Location terms apply to the general rate rules for Avis Budget Group retail rates. Policy items (e.g. ‘age ‘policy) are subject to change and may vary slightly depending on location. Avis Budget Group cannot be held responsible for discrepancies against generic information provided here. Kindly refer to the policy pages in the GDS at the time of booking for location specific policies        


Roadside Assistance:
RSN: EUR 4.00/day                                                                                                                                     
If you opt for Roadside Assistance , you will not be liable for any expenses with 24/7 car technical assistance if the car becomes unusable due to:
- loss of car keys;
- car locked with the car keys inside;
- dead battery due to wrong use;
- wrong fuel use;
- damaged tires.
If you have not purchased any additional RSN services and if your rental car becomes unusable due to one of the situations mentioned above, an intervention fee of Euro 180,00 (VAT included) will be applied.
RSN is valid only within Romanian borders.

Not applicable
Roadside Assistance does not reduce your financial liability regarding the consequences caused by the car becoming unusable, or the costs or repairs, damage and/or car theft, which you will still be liable for.
Roadside Assistance does not apply if the car becomes unusable off public roads.

 

Third Party Liability        
Third Party Liability covers drivers in case of damage, including damage to passengers and their property, when using a Budget vehicle.  

Third party liability is included in the rental price.
Maximum coverage in case of damage to property is EUR 750,000.00
Maximum coverage in case of personal injury is EUR 3.5 million
Maximum coverage in case of death is EUR 3.5 million


Payment Credit & Debit Cards Accepted:    
At the time of the rental, you must provide Budget with a valid credit card from a major credit card company. The credit card holder details must be the same with the renter's details.
You can pay the value of the rental using a credit card (Visa, Euro-MasterCard, American Express), a debit card (Visa and Mastercard) or a Budget Charge Card.
Budget does not accept debit cards such as MasterCard Maestro, Indigo, Kyriel, Cyrus, nor pre-paid cards.
If you want to rent a premium car, included in the G, P and O car groups, you must present two different credit cards, one of which must be either American Express.
Please note that, at the time of the rental, the credit card that you provide must have sufficient funds available to cover the estimated costs of the rental, as well as the costs of the optional insurance (accident or theft), plus the equivalent of a full tank of fuel.

 

Voucher payments
You can pay the cost of the rental using a voucher issued by an intermediary (tourist agency, broker) or a voucher issued at the time of the booking, if you opted for online payment or advance payment for the estimated cost of the rental.
Voucher payments whose value is expressed in other currencies will be calculated based on the currency exchange rate valid at the time of the rental.
If you choose to pay in another currency than the one used by Budget, Budget will make the calculation based on the currency exchange rate applicable at the time of the payment.
Also, when picking up the car, you must provide a credit card so that Budget can block the amount for the estimated cost of the rental and that of the optional insurance (accident or theft), as well as the equivalent of a full tank of fuel.
Whatever means of payment you opt for, Budget reserves the right to carry out any necessary checks and to agree to or refuse the rental, based on legitimate grounds.


Security Deposit / Pre-authorisation amount:
 (This is the amount that is held on a renting customer’s payment card when picking up their vehicle)
When picking up the car, you must provide a credit card so that Budget can block the amount for the estimated cost of the rental and that of the financial liability in case of accident or theft, and the equivalent of a full tank of fuel.


Fuel Charges (per litre): 
For cars returned with empty / partially empty tank, each missing litre of fuel is charged EUR 2.5.
Malfunctions caused by refuelling with improper fuel type will be charged with the amount of minimum 1785 € (VAT included).


Mileage / Kilometre Restrictions
Mileage and kilometre restrictions are unlimted.


Delivery & Collection:                                 
This service is an “On request” service and it depends on the availability of the Budget car rental office staff, as well as on the payment method. Car delivery and car pick-up requests must be sent at least 24 hours in advance. The car can be delivered during the working hours of the closest Budget office.
Contact and identity details (passport, driver's licence) and other details necessary for the Car Rental Agreement must be provided at the time of booking.
In cities where there are Budget car rental offices, car delivery and car collection will be done free of charge to and from any address within the city limits.
In cities where there are no Budget offices, car delivery and collection will be subject to a surcharge of EUR 0.42/km VAT included (minimum EUR 60.00 VAT included) to and from the nearest Budget office.


If you have a corporate or contracted agreement with us the charges may be different. Please check your contracted terms and conditions.


Collecting & Returning a Vehicle
The driver must present proof of identity when collecting the vehicle. 

 

During Office Hours
If you are delayed and arrive outside of office hours due to a delayed flight no additional charge will apply. This only applies if you enter your flight number when booking.
If you are late we will guarantee your rental for 1 hour. After this time your reserved car may be released and rented to another customer.


Out of Hours Instructions
Out of Office Hours Collection
It may be possible to collect the vehicle out of office hours. This must be requested at the time of booking. The charge for this service is EUR 30.00. This service is not available if the rental is booked online.
We need the following information when you make your booking:
Flight number
Contact telephone number
Credit card details
If you do not collect the vehicle a ""No Show"" charge of EUR 30.00. will apply. 

 

Out of Office Hours Return
If the vehicle is returned outside of office hours the driver is liable for damage or theft until the car has been inspected by a member of Budget staff.
You may return the vehicle out of hours if you request this at the time of booking. There is no charge for this service.

Instructions to return your vehicle outside of office hours: Please deposit keys in the key box available at the rental location. Any vehicle returned outside opening hours will remain under the responsibility of the renter. The rental will be closed and calculated at 12:00 at noon, the next Budget working day.


One Way Rentals
Domestic:

If permitted one way fee must be included in the price returned to the renting customer this must not be charged at the counter please ensure the wizard database reflects the applicable charges"    Applying certain fees is subject to returning the car to the car rental office or in the city where the rental period started. Other fees allow for the car to be returned to a car rental office in another city than the one where the car was picked-up, without any additional surcharges. In certain cases, you can return the car to an office in another city than the one where you picked up the car, in exchange for an additional fee.
You should request more information about this option from a Budget agent at the time of the rental.
In Romania, additional fee shall be charged for different drop-off points between cities where there are Budget car rental offices. This surcharge ranges between EUR 60.00 and 180.00 (VAT included).For cities without Budget locations, one way rentals are available ""on request"" with a charge of EUR 0.44/km. The return location must be in the same country.


International
Please confirm if these are available and if so what the cost range is for these.

Area 1 (Bulgaria, Hungary): EUR 600.00 (VAT included)
Area 2 (Austria, Czech Republic, Greece, Poland and Slovakia): EUR 1,100.00 (VAT included)
Area 3 (Germany, Slovenia): EUR 1,680.00 (VAT included)
Area 4 (Italy, Belgium, France, Luxemburg and the Netherlands):
EUR 2,500.00 (VAT included) 
* Only the continental areas. It is not allowed to take the car to the islands.
In all these cases, it is necessary to make a reservation request. The request will be either confirmed or denied within no more than 72 hours, depending on the availability of the car you requested. 
A border crossing surcharge will also apply. This charge ranges from EUR 60 to EUR 150 (VAT included)/rental.
For all the other car groups: the cars cannot be returned at an office outside Romanian borders.

Driving to any other countries or islands with any car rented from Romania is strictly forbidden. Neglecting this, the customer will be responsible for all damages of the rented vehicle. In case of loss of the vehicle the renter is also fully liable.
           


Other Important Information

Vehicle cleaning :Smoking is not permitted in our vehicles. If you smoke in one of our vehicles you will be charged for additional 100 EUR cleaning fee. 
Budget also charges an additional fee if, when returning the car, it needs a professional clean up, from a specialised company. The costs for cleaning are mentioned at the Budget car rental offices.                                                                                                           

Budget will charge an additional fee if you lose the car keys. The costs for replacing lost keys are available and can be presented at the car rental office.                                                                                                                                                        


In case of loss of car documents  an extra charge of 180.00 € (VAT included)/ item will apply. In case of loss of car key  an extra charge (depending on car model) will apply. 

                                                                
Traffic fine: An administration charge of 35.00 € (VAT included) will apply for traffic violation/ fines (e.g.: Parking / Speeding tickets) 
Registration plate: The lost rented vehicle's registration plate(s): 120.00 € (VAT included).

Zero liability in case of damage to the car windshield (LI)
By accepting this additional protection service you will not be liable for any damage caused to the windshield (scratches, chipping, and breaking). The price for this protection option is between 4 and 7 Eur/day
Not applicable
The protection against windshield damage does not reduce your liability in regards to other damage caused to the car (especially to the panoramic sunroof or rear-view mirrors) or if the car is stolen, which you will still be liable for. 

If the child seat/child boosterseat is damaged, lost or stolen, you'll have to pay a charge of EUR 240.00 (VAT included)  on top of the hire fee.
If the snow chain is damaged, lost or stolen, you'll have to pay a charge of EUR 96.00 (VAT included) on top of the hire fee.
If the mobile Wi-Fi device is damaged, lost or stolen, you'll have to pay a charge of EUR 120.00 (VAT included)on top of the hire fee.
If the GPS  is damaged, lost or stolen, you'll have to pay a charge of EUR 180.00 (VAT included) on top of the hire fee.

Liability

When you pick up your vehicle, you will be required to sign a rental agreement with the supplier of the vehicle. Your rental and use of the vehicle will be governed by the terms of the rental agreement and any other documentation or information provided to you by the supplier at the time you pick up your vehicle. The rental agreement is between you and the supplier and we will not be liable to you or to any third party in relation to the terms of the supplier's rental agreement or any other documentation provided to you by the supplier at the time of pick up.

While we will make reasonable efforts to ensure we are representing only reputable suppliers, we make no warranty about the fitness or suitability of any third party (supplier) product or service and will not accept responsibility for the quality or fitness of any vehicle. We welcome feedback from our customers on their experience with our suppliers. We may, at our discretion, provide you with reasonable assistance in resolving any dispute you may have with a supplier.

Our total liability to you in relation to your use of this website and the information contained on this website will not exceed the dollar amount of the deposit we have received from you in relation to your booking/rental. Refunds will not be made for bookings cancelled due to inclement weather. Again, we strongly recommend that you take out travel insurance. Your use of this website is governed by the laws of New Zealand and the jurisdiction of the New Zealand courts.

Booking information
To make a booking you must complete our booking form which is easy to follow and secured with the latest encryption technology. Once we receive your form, we will, subject to availability, confirm your booking by emailing you a confirmation voucher and invoice.

If you are booking via phone, please make sure you have read the terms and conditions of the vehicle you wish to rent first. Our reservations consultant will ask you if you have read the terms and agree to them before proceeding. The onus is always on the renter to ensure they make themselves fully aware of the terms displayed on our website.

Information disclosure
In booking on this website you acknowledge that we disclose your information to your selected Supplier in order to provide the requested rental services.

Vehicle capacity and fitness to drive
Under no circumstances are you permitted to carry more passengers than the vehicle you rent is legally registered to carry, and if you do your insurance may be invalidated. The number of seatbelts (and passengers) is indicated next to each vehicle on this website. Luggage capacity where shown is an indication only and we will not be responsible should you be unable to fit your entire luggage into a vehicle. It is your responsibility to choose a journey that is within your capabilities. A vehicle supplier can refuse to rent a vehicle to any person who is in their opinion unfit to drive or does not meet eligibility requirements. In such circumstances we will have no further liability to you.

Refund Policy
In the event of cancellation, any deposit amounts paid at the time of booking are non-refundable. 

Disputes
If you are unsatisfied with our service, please contact us within 48 hours of placing your booking or request and we will work to resolve any issues and determine if compensation is due. In the event you have completed your rental and are unhappy with your vehicle, we are happy to assist you in seeking compensation from the operator of the vehicle.
